Subject: RE: Consultee Comments for Planning Application APP/18/00287

Dear Ms Ballam

First of all please accept our apologies for not getting back sooner.

As I mentioned when we spoke on 11 February 2019, there seems to be some confusion about the height of the trees being proposed. Your Landscape Officer stated that "The specified size/height of the proposed trees is not deemed acceptable. The design intent was to help soften the excessive building height into the landscape and planting at 1m height would take too long to achieve the desired screening. As such we require a minimum planting specification on all trees to be 4.0-5.0m 18-20 Extra Heavy." We note that the trees that have been specified as having a girth of 12-14cm girth at 1m above ground level. We have been told that these trees will in fact have an approximate height of 3.00 - 3.50m and are classified as Selected Standard in line with EU Regulations.

There is also a concern that the larger trees will be more prone to drought in the first few years. We have also been told by the Landscaper that further to their experience, smaller trees have a tendency to establish more rapidly and also do not have as much requirement for watering during the first two planting seasons, as would say a larger tree. This is because there is less available leaf surface area for evaporation during the summer months. All trees and shrubs will require watering and for this reason they will be a program of maintenance visits. Their scope of works includes for underground guying to larger trees / double-staking with proprietary toms ties, and tubex shrubshelters to native hedging plants to prevent damage by deer and rabbits. Each tree has an irrigation pipe installed to allow for top up watering through the growing season.

Further comments from your Landscape Officer go on to say:
"Additionally the tree species and proposed form type does not offer the optimum screening coverage. The use of multi-stem along Harts Farm way is not deemed appropriate. For example the proposed Hazel has an ultimate spread of 4-8m which exceeds the allocated planting area and will require extensive pruning, which will be to the detriment of the tree. As such we would request trees with a fastigiate form, which is deemed more appropriate for the proposed location. Possible trees could include: Betula pendula Fastigiate 'Obelisk', Pyrus calleryana 'Chanticleer' and Acer campestre 'Streetwise" and
"We require screening tree planting within the south east planting bed as this will be a prominent aspect of the building when traveling west on Harts Farm Way."

We are happy to replace the proposed trees with fastigiate options and suggest moving the trees from the entrance bell mouth to the South East corner to add some screening here. Please see attached a revised plan showing this. We also note the client has put in an application for revised fencing that will fun to the back of the yards thus allowing the planting to be on the street side of the fence which will soften the street edge and views of the site.

I trust this helps clarify matters and allay the Landscape Officer's concerns.

Please do not hesitate to contact me if you need anything further.

Kind regards

(Approved 8.06.18). Request to discharge condition 5 (28.06.18).Request to discharge conditions 6, 7 & 8 for Phase 1, units 1-4 (14.09.18). Request to Discharge Conditions 9 and 10 (12.12.18)

From a landscape perspective we have the following comments in relation to the discharge of conditions:

Condition 9

- The specified size/height of the proposed trees is not deemed acceptable. The design intent was to help soften the excessive building height into the landscape and planting at 1m height would take too long to achieve the desired screening. As such we require a minimum planting specification on all trees to be 4.0-5.0m 18-20 Extra Heavy.
- Additionally the tree species and proposed form type does not offer the optimum screening coverage. Possible trees could include: Betula pendula Fastigiate 'Obelisk', Pyrus calleryana 'Chanticleer' and Acer campestre 'Streetwise'
- We require screening tree planting within the south east planting bed as this will be a prominent aspect of the building when traveling west on Harts Farm Way.

Condition 10

- No further comments.

As I mentioned when we spoke on 11 February 2019, there seems to be some confusion about the height of the trees being proposed. Your Landscape Officer stated that ”The
specified size/height of the proposed trees is not deemed acceptable. The design intent was to help soften the excessive building height into the landscape and planting at 1m height would take too long to achieve the desired screening. As such we require a
minimum planting specification on all trees to be 4.0-5.0m 18-20 Extra Heavy.” We note that the trees that have been specified as having a girth of 12-14cm girth at 1m above ground level. We have been told that these trees will in fact have an approximate
height of 3.00 – 3.50m and are classified as Selected Standard in line with EU Regulations.

There is also a concern that the larger trees will be more prone to drought in the first few years. We have also been told by the Landscaper that further to their experience,
smaller trees have a tendency to establish more rapidly and also do not have as much requirement for watering during the first two planting seasons, as would say a larger tree. This is because there is less available leaf surface area for evaporation during
the summer months. All trees and shrubs will require watering and for this reason they will be a program of maintenance visits. Their scope of works includes for underground guying to larger trees / double-staking with proprietary toms ties, and tubex shrubshelters
to native hedging plants to prevent damage by deer and rabbits. Each tree has an irrigation pipe installed to allow for top up watering through the growing season.

For example the proposed Hazel has an ultimate spread of 4-8m which exceeds the allocated planting area and will require extensive pruning, which will be to the detriment of the tree. As such we would request trees with a fastigiate form, which is deemed more
appropriate for the proposed location. Possible trees could include: Betula pendula Fastigiate ‘Obelisk’, Pyrus calleryana ‘Chanticleer’ and Acer campestre ‘Streetwise” and

As such we require
a minimum planting specification on all trees to be 4.0-5.0m 18-20 Extra Heavy.
- Additionally the tree species and proposed form type does not offer the optimum screening coverage. The use of multi-stem along Harts Farm way is not deemed appropriate. For example the proposed Hazel has an ultimate spread of 4-8m which exceeds the allocated
planting area and will require extensive pruning, which will be to the detriment of the tree. As such we would request trees with a fastigiate form, which is deemed more appropriate for the proposed location. Possible trees could include: Betula pendula Fastigiate
‘Obelisk’, Pyrus calleryana ‘Chanticleer’ and Acer campestre ‘Streetwise’
- We require screening tree planting within the south east planting bed as this will be a prominent aspect of the building when traveling west on Harts Farm Way.

Condition 10

- No further comments.
