Hi Emma,

I looked at APP/18/00735 yesterday, comment on file is as below.

"<100 sq.m conversion at 1st floor, over two no. prems. Well within alloc'n, fronting street expected to carry <1000 AADT, low risk accom., no groundworks. NAC"

It doesn't look like we've a case for APP/18/00733, though we are on the consultation list in DC. Not sure what happened there.

This is probably much more relevant from the nuisance point of view than it is from contamination / air quality, but it would be helpful if you'd be able to clarify for Mark's benefit?

From the nuisance perspective, I would flag paragraph 182 of the revised NPPF (agent of change principle) which I would take to apply to all development. In the context of the town centre location, and the consent for change of use to A3/A5 (APP/18/00059), and in light of the recent planning portal article on the poor quality of PN Resi conversions - it may well be worth an informative in this regard (coving both noise, and odour).

We are currently working on the assumption that the 3 unit scheme supersedes the 2 unit scheme (or vice versa - in any event, only one scheme can / will go ahead). If both schemes are possible, then it's probably not a PN and Mark may have more substantive comments to made with respect to policy DM10 & ensuring the quality of the living space.

My comments (italics, above) are unlikely to change, as adding storeys to the building will not adversely impact the conceptual risk status for the building.

Best Regards,

Jon
