In this respect, it becomes immaterial whether or not the driver for use of the SCR is statutory or elective, as (albeit that based upon the above I would expect the true impact to be greater than estimated in the permit application-) the net impact is likely to be positive, not adverse. Given this, there would appear to be no need to have further discussion with PeakGen, and I can recommend approval of the application.
